Over 66 per cent o f those sentenced under Mea sure 11 are first time offenders and 35 percent under the age o f 21. According to Department o f Ad ministrative Services, it is estimated that Measure 11 will add 8.825 of fenders to Oregon’s prison system between 1996 and July o f 2005. !
